The quote that threw me was:
Rumor has it that there were noise complaints from the owners of a hotel and apartments that are under construction next door.
I'm really confused how an empty building can complain about noise on a Saturday morning.

Pre-emptive complaints on no grounds so they don't have to make the complaints on actual grounds later?

Yeah, that's my guess. "Look at these assholes. We'll never sell condos/rooms with this street racing over here all the time."

It's the same old developments next to the racetrack/airport wheeze, all over again.

To make matters worse, the crowd that stands by the exits, eggs drivers on when they do not see the police.
There is never a time when the police are not there. And the people are by the exits silently taking pictures.
While there may not be people living in the buildings under construction, there are buildings on the nearby streets that are occupied. That's where people get a little rev happy away from the police.

The Portland Cars and Coffee (south Portland, not Cascade by the airport) meet up that I've gone to has had an increase amount of dombassery. Since the meet is also on private property, if police presence is required to keep the event under control, we'll probably be forced to leave as well.
Idiots. That's why we can't have nice things.

Reminds me of a family that brought a law suit against their older neighbor. Their house was built at the end of his runway. The runway had been there, oh, a good 20 years before the house was even thought of. The county told them to suck it up.

"Hey, let's build a house at the end of the runway so we can complain about having a house at the end of a runway, DURR HURR"
"This is a flawless plan and in no way will cause us to be "the idiots who live at the end of a runway for no reason" when we lose!"
I'll tell you what - there are days I kind of wish I was an authority of some kind just for the opportunity to disparage people like that, a little. Of course, the rest of the job would in no way make up for the occasional removal of tinpot from tyrant, but still...

He made us proud. He was super courteous to them on Saturday and Sunday mornings, and made sure they wouldn't be late for anything at 6 am.

Or where I am from, where they built right next to the mainline that takes rail cars from the rest of the country to the port of Vancouver. (Western North America's biggest!).
"It's tooooo loud!!!!" Yes well, perhaps you should not have bought RIGHT next to the main rail line.

A silver lining is that it might relocate to El Toro, which would be a badass location, far enough away from the developments on Sand Canyon to cause any noise problems.
I am just dreaming, but can you imagine if there was an autocross/drag component added? It would be great getting to watch some of these beasts in motion. I mean, lets be honest, the "Great" Park is a bit of a waste at this point, how fucking cool would it be to pay the $10 bucks, ride the balloon up, and watch a drag race from above? I mean, the money and volunteers are there, and as was the excuse with skate parks, it gives people a safe place to have fun.
Although, who knows how Top Gear would feel about a weekly large scale event occurring in proximity to their shooting grounds.
Again, just a dream.
Also, I know it is the holidays, but there should be an Oppo meet at the C&C on the 27th, to celebrate the (hopefully temporary) end of an era.
